HEALTH COVERAGE OF CHILDREN UNTIL AGE 26
Under the Patient Protection and Affordable Care Act

The Office of Human Resources at Kean University would like to inform you of changes to the State Health Benefits Program (SHBP). The Division of Pensions and Benefits has recently announced that the SHBP will extend coverage of dependent children to age 26 pursuant to the provisions of the federal Patient Protection and Affordable Care Act (PPACA). Health coverage of children to age 26 will be effective for the plan year beginning January 2011

ELIGIBILITY
Under the PPACA:

  • A “child” is defined as an enrollee’s child until age 26, regardless of the child’s marital, student, or financial dependency status - even if the young adult no longer lives with his or her parents.
  • Coverage will be extended to eligible children through December 31 of the year they turn age 26.
  • The extension of coverage is only available if the adult child is not eligible to enroll in other employer-based coverage (aside from coverage through the parent).

ENROLLMENT
October 2010 has been set aside by the SHBP/SEHBP as the period when parents may enroll/re-enroll children who meet the above criteria and who will be under age 26 as of December 31, 2010.

Employees will receive enrollment information from the Office of Human Resources as part of the regular SHBP Open Enrollment communications and may submit a Health Benefits Application through the Office of Human Resources between October 1 and October 29, 2010. (Applications submitted prior to October 1, 2010 will NOT be accepted.)

Covered children who turn age 23 during 2010 do not need to enroll during October to continue coverage in 2011. Coverage will be continued automatically.

DOCUMENTATION REQUIREMENTS
For all enrollments a photocopy of the child's birth certificate that includes the covered parent’s name must be submitted along with the application.

For a stepchild provide a photocopy of the child’s birth certificate showing the spouse/ partner’s name as a parent and a photocopy of marriage/partnership certificate showing the names of the employee and spouse/partner.

For a legal guardianship, grandchild, or foster child provide a photocopy of Affidavits of Dependency and a Final Court Order with the presiding judge’s signature and seal attesting to the legal guardianship of the covered employee.

CHAPTER 375 AND COVERAGE UNTIL AGE 31
Children ages 23 through 26 who are currently enrolled for extended SHBP coverage under the provisions of Chapter 375, P.L. 2005, will need to be enrolled during October for SHBP coverage as a child under age 26.

For further information regarding the health coverage of children until age 26, please feel free to contact Yrelys Tapanes, Benefits Manager at Kean University, by calling 908-737-3313 or via email at ytapanes@kean.edu.

Retirement Workshops are now available for PFRS Members

The Office of Human Resources at Kean University would like to inform you that Retirement Workshops are now available for PFRS Members through the Division of Pensions and Benefits.

During the workshops, representatives from the Division of Pensions and Benefits will take a step-by-step approach to explain topics that include retirement benefits, beneficiary options, group life insurance, the taxability of your pension, and health benefits in retirement. Workshops are designed for PFRS members who are planning to retire before the end of 2011.

  • All workshops are being held at the New Jersey Forensic Science Technology
Center in Hamilton Township (Mercer County), New Jersey*.
  • Workshop times will be at either 9:00 a.m. or 1:00 p.m.
  • Workshop dates are September 22, November 15, and December 3
  • Seating is limited*. Members interested in attending must register online using the link on the Division’s Web site.

Go to: www.state.nj.us/treasury/pensions and click the link for “Retirement Workshops”.

Acupuncture Services Covered by NJ DIRECT 15

The Office of Human Resources at Kean University would like to inform you of changes in the coverage of acupuncture services for NJ DIRECT 15 members.

As you are aware, NJ DIRECT covers acupuncture services when rendered for diagnoses related to pain management and when services are rendered by an M.D., D.O. or licensed acupuncturist.  Because acupuncture services are not typically covered under health benefit plans, there were relatively few participating acupuncturists in the Horizon Managed Care Network as of the April 1, 2008 implementation of NJ DIRECT. However, the network has expanded and now allows sufficient access for members.

As a result, claims for eligible services incurred on or after July 1, 2010, will be reimbursed based on the participation status of the rendering health care professional. Eligible services performed by a health care professional who participates with the Horizon Managed Care Network (or BlueCard Network outside New Jersey) will be paid at the contracted rate and the member will be responsible for the appropriate copayment. Eligible services incurred out of network will be subject to annual deductible and coinsurance based on a percentage of reasonable and customary (R&C) fee schedule, plus any amount charged by the health care professional that exceeds the R&C for all services.

Attached is a list of licensed acupuncturists in the Horizon Managed Care Network. This list can also be found on the Horizon BCBSNJ online Provider Directory at www.HorizonBlue.com/shbp, in addition to other health care professionals who perform acupuncture. As always, it is recommended that the member confirms services and eligibility when contacting the health care professional’s office.

Please note that acupuncture for conditions such as weight loss and smoking cessation remain ineligible for benefit, but may continue to be offered at a discount through Horizon BCBSNJ’s Alternative Therapies program. Details can be found on the Horizon BCBSNJ website, www.HorizonBlue.com/shbp, by clicking on Staying Healthy, then Discount Services, and Acupuncture.

Any questions regarding acupuncture coverage should be directed to Horizon BCBSNJ’s Member Services at 1-800-414-7427 (SHBP). For further information regarding your benefits at Kean University, please feel free to contact Yrelys Tapanes, Benefits Manager, by calling 908-737-3313 or via email at ytapanes@kean.edu. For a full listing of acupuncturists in the area, click here.
