Dave Manning and Ken Johnson, from the National Weather Service, will be the facilitators for this session.
The all hazards session considers the NOAA approach to understanding and responding to environmental conditions that affect commercial business, industry, lives, and property. This includes its forecast and warning capabilities, storm ready communities, and other outreach and awareness programs designed for use by citizens as well as industry. By providing important educational materials, NOAA assists those seeking to make emergency preparedness and response plans that may be needed for any hazardous situation that might arise.
David R. Manning is the Services Improvement Program Manager for the National Weather Service based at NWS Eastern Region Headquarters, Bohemia, NY. A Maine native, David graduated from Lyndon State College in Lyndonville, VT with a Bachelor of Science degree in Meteorology. Prior to graduation, David was part of the NOAA Student Career Experience Program and worked in the Techniques Development Laboratory in Silver Spring, MD, and the Goodland, KS Weather Forecast Office. After completing his degree, David worked as a meteorologist at the National Weather Service in Tulsa, OK before returning to the east coast in 2002 to be a forecaster at the Baltimore-Washington Weather Forecast Office. David was promoted to the position of Warning Coordination Meteorologist in early 2004. In July of 2007, David accepted a senior staff position at NWS Eastern Region Headquarters as the Services Improvement Program Manager. David continues to work hard to build strong partnerships with federal, state, and local emergency managers, and is a member of the International Association of Emergency Managers. David is also a commercial pilot, Past-President of the Sterling (Virginia) Lions Club, and formerly a Civil Air Patrol Mission Pilot.
